Publishing / CMS solution for Kiosk

Solution needed urgently for pc based info kiosks.
Either through a "Publising" model where the publishing software creates html/css/js with flash components do be deployed on the pc based kiosk , i.e. publish zip´n´deploy.

OR
CMS for each kiosk with web server running on kiosk client.

Platform,
Windows XP, PHP5, MySQL
Data Storage: CSV, XML, DB, MySQL
Export: CSV, Excel

Kiosks currently does not have access to the web or through central server via dialup/wifi.

Standalone solution of either Publishing or more traditional CMS approach needed.

Needs to be easy to use, easy to administrate, and templates needs to be easy to "reskin" using the standard template layouts.
